Police municipale : le nouveau directeur installé !!

Nicolas Galdeano, 36 ans, a pris son poste de directeur de la police municipale. Il finalisera les détails de la réorganisation engagée.

Le nouveau directeur de la police municipale a pris son service mercredi. Agé de 36 ans, il arrive du Vésinet (Yvelines) où il exerçait les mêmes responsabilités mais dans une commune d’un peu plus de 15.000 habitants. Auparavant, il a travaillé dans le même département, à Houilles et à Épône.
Après une période dans l’armée de terre, Nicolas Galdeano a commencé au bas de l’échelle dans la police municipale, comme gardien, puis il a gravi les échelons, passé les concours, pour devenir directeur. Il se dit heureux d’arriver à Tours où il a des attaches familiales.
Une volonté de renforcer la visibilité« La police municipale doit être visible, la population a besoin de la voir, de sentir sa présence pour traiter tous les aspects de son métier, des incivilités aux problèmes plus graves, dit-il. Je crois aussi en une bonne articulation avec la police nationale, cette coopération fait la différence dans les résultats. »
A Tours, les effectifs de la police municipale sont de 95 postes, pas tous pourvus (140 avec la direction). En liaison avec la police municipale, la direction des ressources humaines de la mairie s’attache notamment à se montrer vigilante pour éviter une trop grande vacance de postes dans un contexte de mouvements de flux importants et de concurrence entre polices municipales.
Nicolas Galdeano remplace Franck Boyer, parti à Châteauroux, après un audit assez long, commençé voilà deux ans quand Serge Barbary était encore maire.« Il a abouti à plusieurs recommandations dont deux principales : un changement d’organisation et de management. Et lorsqu’on change l’organisation, on ne garde pas celui qui l’incarne, d’où le choix d’un nouveau directeur. Les modifications ont été engagées avant l’arrivée de Nicolas Galdeano, qui devra maintenant se charger des détails. La ligne directrice se résume en trois mots : visibilité, visibilité, visibilité.
